I think the hose clamp on that side should be...

I think the hose clamp on that side should be checked, as well as the hot side connection. Looks like oil from the turbo being blown across the front of the IC to me.

That is a tough one, maybe some electrolytic capacitors in the speedo going south? When the temp comes up they can drift in and out of spec, maybe the temp coming up is causing them to be just enough...
