Take your money you would spend on the tornado and throw it in the trash, less work same benefits. If these things did work they would be on new cars for one thing, Auto manufacturers spend millions to get that last bit of mpg and power. If something worked and only cost them a buck or two (tornado prob costs that to make) you can bet it would be on a new car.
Things to do to increase gas mileage. Car in good tune, Tires up to specified pressure or a few lbs over ( as long as you dont exceed max pressure), Synthetic fluids in tranny, rear end and motor, more efficient intake and exhaust system ( usually big bucks to do it right), more efficient driving habits and possibly a few others such as decreasing aero drag. I'm with you on most of your stuff, but decreasing aero drag? The only thing less aerodynamic than a 240 Volvo is my fathers C60 enclosed car carrier and it has a 20 foot box on it.

I need to rack up some brownie points with the misses to get the big bucks for these intake and exhaust system upgrades!! IPD not cheap.
