V90 / S90 / V70 OBD2 cruise control codes

Car is 1998 V90 and cruise control was intermittent for a short time then stopped completely. I've ruled out vacuum leaks (pipes, diaphragm, brake switch) by connecting a MightyVac to the pump nipple and causing the throttle to pull open. Tried getting codes at the OBDII connector with the LED tester between pin 16 (bat) and 13 (cruise). All I get is a dim glow but no flashing code.

What is the full procedure to get cruise control status codes on 1997+ models?
