Hose nipple behind the downpipe. Should it have a hose?

There's a hose nipple threaded into the block behind the downpipes on an NA B230F. It's right at the rear of the block just in front of the bellhousing.

Should this have a hose on it? What is it for? It's not the coolant drain is it? Since it's literally just a hose nipple threaded into the block.
 
Yes, it is the coolant drain for the block. On the 940 turbos it does get a hose to it for the oil to coolant cooler setup.

yeah that's the block drain. Sometimes they don't do anything when you break them free until you poke out the 200k miles worth of crud build up. Can also be a good spot for water cooled turbo plumbing.
