Default 1994 940 turbo stalling and down on power

I just acquired a 94 945 turbo auto car that sat for 3 years. Replaced the vacuum lines, plugs, cap, rotor and fuel injectors with some known good for brown tops as 2 of the original injectors were bad. car starts and is somewhat driveable but as you slow down to come to a stop. It will also not idle very well or at all unless I keep my foot on the gas and in neutral. Once above 2k rpm it seem to run ok and have some power but doesn't seem much better the my 90 745 5 spd non turbo car. Any ideas of what I should be looking for?

Did you replace the fuel filter? Also check the IAC hoses.

Fuel filter is next. Seems to me if the fuel filter was really a problem it would act worse at higher rpms then at idle and low rpms but its getting changed anyway. I have not checked anything with the IAC.
I does have a whole tank of fresh fuel. I drove it for about 2 miles spitting and sputtering and turns out it was on empty. It took 19.4 gallons. Didn't even know the tank was that big. The most I ever fit in my 740 was 14.5 gallons.

Turns out both return and feed fuel lines are leaking. The return line quite bad which isnt helping anything. The cat also appears to be clogged. So those are the next couple of things to tackle.
